Crown set to keep Melbourne casino licence despite 'disgraceful' conduct

Crown Resorts appears set to retain its Melbourne casino licence despite a royal commission finding it had engaged in "disgraceful" misconduct.

The final report into the casino giant's licence has been tabled in Victorian Parliament.

The royal commission found Crown was "unsuitable" to hold a casino licence after engaging in "illegal, dishonest, unethical and exploitative" conduct.

However, Commissioner Ray Finkelstein did not recommend for the casino giant to be stripped of its licence, instead advising that a "special manager" be appointed to oversee an extensive reform process.

"The Commission discovered that for many years Crown Melbourne had engaged in conduct that is, in a word, disgraceful," the report read.

"It is difficult to grade the seriousness of the misconduct. Some were so callous that it is hard to imagine it could be engaged in by such a well-known corporation whose Melbourne Casino Complex is visited by millions annually."

The licence will be cancelled after two years if the regular is not "clearly satisfied" Crown Melbourne is suitable to hold it.

The royal commission was established in February following a New South Wales inquiry that revealed Crown facilitated money laundering, and was unfit to operate Sydney's Barangaroo casino.
