Restrictions are set to ease 11.59pm on Thursday, bringing more freedoms to Victorians, with capacity potentially expanding at stadiums and increased numbers at public and private gatherings.

The state's mask mandate is also expected to be relaxed, which would see face coverings not required in offices.

"We have a series of conversations to be had over the next few days, and I would expect an announcement when we are ready to make it over the next couple of days," COVID-19 Response Commander Jeroen Weimar said.

"We always said the restrictions we are working to at the moment, the date for those to be reviewed and to be reset is Thursday night - certainly by then we will provide an update on what our intentions are going forward."
