Police are seeking "urgent legal advice" to determine whether the limousine driver at the centre of the Sydney outbreak had broken any laws while transporting international aircrews to and from the airport.
NSW Police Commissioner Mick Fuller said this morning he is seeking a second opinion about the driver's conduct, who is believed to be patient zero in the recent outbreak.
"We have sent it out for urgent legal advice," Commissioner Fuller said on 2GB.

"The significance of this outbreak means I just need to tick every box in terms of making sure whether he has or hasn't definitively breached the health orders.
"We can always strengthen health orders, Minister Hazzard is doing that as we speak.
"There is a fair bit of public outrage about it, I know the premier is certainly disappointed, so I have received mixed messages in terms or whether or not he has breached the health orders."
Mr Fuller said in the last 20 hours seven fines have been issued to people not wearing masks and the amount of cautions has "dropped dramatically".
He said that he has advised police to further crack down on people ignoring health advice.
Liquor & Gaming NSW inspectors, along with officers from Safework NSW and Fair Trading NSW will also head out today across Sydney issuing fines and checking up on venues in a new blitz targeting non-compliance.
Bondi and surrounding suburbs will be targeted first, Acting Director Compliance Liquor & Gaming NSW Darren Duke said.

"It is critically important that all people visiting hospitality venues must remember to check-in using the Service NSW QR Code," Mr Duke said.
"The COVID-Safe requirements are in place for an important reason, and all venues need to make sure they are fully compliant.
"Venues not complying with the Public Health Orders pose a clear and significant risk to public health and any venues found breaching the rules may be subject to a fine or in serious cases could face a closure of their venue."

The latest restrictions on hospitality venues in Greater Sydney include all staff wearing masks when working indoors and keeping patrons within the one person per four square metre rule.
Customers are also required to stay seated while drinking and are not allowed to sing or dance.
Over the past two months, Liquor & Gaming NSW has conducted over 200 inspections of hospitality venues issuing 14 fines totalling more than $40,000.
NSW recorded 11 locally transmitted cases of COVID-19 yesterday, with the majority linked to the Bondi outbreak and most positive cases already in isolation.
Yesterday, NSW Premier Gladys Berejiklian said she would not implement a lockdown at this stage, but warned residents that this is "the scariest period that NSW is going through."
