Western Australia's Premier will be the only state leader not attending tomorrow's National Cabinet meeting in Canberra due to his state's strict health advice to steer clear of South Australians.
Mark McGowan will phone in remotely for the videolink meeting in order to socially distance from South Australia's Premier, Steven Marshall, based on the state's current health advice to manage the ongoing COVID-19 pandemic.
Western Australia remains closed to South Australians, although borders are on track to open tomorrow to people willing to quarantine for two weeks.
Mr McGowan has remained firm on his stance to keep borders closed until SA achieves 28 days of no new cases of locally acquired COVID-19.
The promise would see travel restrictions relax on Boxing Day however the SA government has been pushing for restrictions to ease early in time for families to reunite over Christmas.
Mr Marshall was hoping to come face-to-face with Mr McGowan tomorrow to negotiate a possible early easing of border restrictions between the two states.
Mr Marshall has argued there is no reason for families not to be reunited for Christmas now the state is coronavirus-free.
Western Australia's closure to their southern neighbours remains the only border in Australia with major restrictions.
South Australia has no active cases of COVID-19 after it recorded zero cases of community transmission for 11 straight days.
