Twenty-five Victorians have died after testing positive to COVID-19 as the state records 1923 new infections ahead of restrictions easing tomorrow.
There are 746 Victorians in hospital, including 137 patients in ICU and 85 people on a ventilator.
Victoria's vaccine rate has grown to 77 per cent of people being fully vaccinated.
From tomorrow at 6pm, both vaccinated and unvaccinated Victorians will be able to go to retail stores again following months of click-and-collect and online shopping.

However, the state's COVID-19 Commander Jeroen Weimar warned that once the state reaches its 90 per cent vaccination target, unvaccinated Victorians would be locked out of non-essential retail settings.
Mr Weimar yesterday likened the delayed move as a 'grace period' to give people more time to be fully vaccinated before the strict rule commences.
"We are sending out a very clear signal that says if you are going to be active in these kinds of retail environments post-90 per cent, you will need to get vaccinated," Mr Weimar said.

"That gives everybody, the few hundred thousand people we have left who are eligible and not yet vaccinated - you can start that journey today and you will be fully vaccinated in time for the 24th of November."
Victoria will also begin its Pfizer booster rollout in aged care homes today after the vaccine was approved by the TGA to be administered as a booster.

The rest of the population who had their second dose at least six months ago could receive their booster shots from November 8.
