That would mean residents who are fully vaccinated could be able to enjoy a number of privileges, including going to the pub, restaurants, some retail and selected entertainment or sporting venues.
Industry bodies have welcomed the potential move to freedom with the tourism, retail, entertainment, hotels and hospitality industries backing the government's 70 per cent target.
"These businesses and our customers need a light at the end of the lockdown tunnel and something to look forward to," Tourism & Transport Forum Australia Chief Executive Margy Osmond said.
"We want to encourage all our loyal customers and clients to get the jab, download their certificate and come celebrate with a drink at the pub, a great weekend away, a terrific meal out, the hairdo you have been hanging out for, a spot of retail therapy and a night at the cinema or the theatre," Australian Retailers Association CEO Paul Zahra said.

But Premier Gladys Berejiklian said health authorities were looking at whether the promised but undisclosed freedoms will also be given to those living in an LGA hotspots.

"We'll provide details as soon as we can."
Both NSW and Victoria have now conceded they can't eliminate the Delta variant with Victoria abandoning the idea of returning to COVID-zero.
It means more than half of Australia's population will live in lockdown until 70 per cent of residents in Victoria and NSW are fully vaccinated.
In NSW, 1116 new infections were recorded yesterday and a further four deaths.
Ms Berejiklian said the four women - aged in their 50s, 60s, 70s and 80s - were not vaccinated and all had underlying health conditions.
