Acting Victorian Premier James Merlino wouldn't say if Premier Daniel Andrews was consulted on the state's week-long lockdown, but said he was "supportive of following the advice of our public health experts."
Mr Merlino said he spoke to Mr Andrews, who is "recovering is going well" from his back injury after a fall, this morning before the press conference announcing the news.
"Whether it is the budget, other big decisions, the pandemic and how we respond on the big issues, I am regularly in contact with the Premier, but in terms of the day-to-day business of government and meetings, we want him focused on the recovery," Mr Merlino said.

"Dan is supportive of following the advice of our public health experts like all of us. We know that doing that is the best way to defeat this outbreak."

Mr Andrews is due back at work next month after his accident in March.
"This was a nasty incident - fractured ribs, fractured vertebrae, very lucky. A very nasty injury and a long recovery," Mr Merlino, said.

"Anyone who has had a major back injury knows the duration, the pain of that recovery but he is going well. He is walking.
"He put out a statement a little while ago that he hopes to be back in June. That will be subject to his doctor's advice, but he is going well."
