Horse owners not permitted to attend Melbourne Cup

The owners of horses competing at the Melbourne Cup Carnival next week will not be permitted to attend the racecourse.

Racing Minister Martin Pakula in a statement confirmed the Victorian Government had determined that it was "not a suitable time" for gatherings of such nature, despite the city's lockdown lifting.

"I have today advised the Victoria Racing Club that connections of horses competing at the Melbourne Cup Carnival will not be permitted to attend the course," Mr Pakula said.

"It is the right decision and has been made in the interests of all Victorians.

"The four days at Flemington will enthrall racing fans and the Melbourne Cup will, as always, stop the nation.

"We wish the Victoria Racing Club and owners all the best for the carnival."

The announcement comes as the state government earlier backflipped on a decision to allow up to 1250 people to attend the Moonee Valley racecourse for the 100th edition of the Cox Plate.

More to come.
