What the new Victorian COVID-19 rules mean for you

Victoria will implement stage one of relaxing coronavirus restrictions from 11.59pm tomorrow, allowing up to five guests inside a private home.

Premier Daniel Andrews said these guests "should be family and friends" and physical distancing and hygiene arrangements would remain in place.

Additionally, for outdoor, sport and recreational activities such as hiking, golf, fishing, or kicking a footy up to 10 people may take part.

Stage one of these easing restrictions will remain in place for three weeks, and will expire just before midnight on May 31.

Mr Andrews said employees who can work from home should continue to do so for the rest of May.

On schools, Mr Andrews said the Victorian Government was "finalising a plan" to see face-to-face learning return by the end of term two.

"We are very close to finalising a plan to see face-to-face learning return before the end of Term 2," he said.

"We now believe that the gradual, staged return to face-to-face learning is safe, cautious and appropriate, given the testing we have done in the circumstances we face."

Weddings will now be able to have 10 guests; up to 20 people will be able to attend funerals held indoors and up to 30 if they are held outdoors.

The premier also touched on professional sport – specifically the AFL and NRL – saying training will be allowed to resume before midnight tomorrow.

Cafes and restaurants could reopen in June in Victoria after three weeks of a major COVID-19 testing blitz.

"I think we can take a bigger step potentially in June for cafes and restaurants and get them to appoint where they are viable," Premier Daniel Andrews said.

"Testing, following experiences of these 3.5 weeks, that will guide us, and we will have more to say at that time about cafes and restaurants and a whole range of other issues."

Mr Andrews said the state "only gets one chance" to get step one correct and urged caution.

"The last thing we want to do is follow the example that so many countries have given us - if you relax too many rules too quickly, then we will find ourselves back here and, indeed, worse," Mr Andrews said.

"We will find ourselves in a lockdown even harder than the one we're coming out of.

"Our numbers, performances the envy of the world. We need to make sure we jealously guard that, we are cautious, we are safe, we are appropriate in any easing."

Victoria has recorded 19 new COVID-19 cases connected to a cluster at Cedar Meats, a meat processing facility.

Overnight Victoria recorded seven new cases of coronavirus, taking the state's total to 1494.

One of those seven infections was connected to the Cedar Meats outbreak. Four cases were linked to overseas arrivals in mandatory hotel quarantine.

Two cases of COVID-19 were still being investigated.

From 11:59pm Tuesday May 11, Victorians can:

- Have five guests (preferably family and friends) inside their home.

- Participate in outdoor, sport and recreational activities with a maximum of 10 people.

- Golf, fishing, hiking, kick-to-kick and outdoor bootcamps are all back on.

- Professional sports such as AFL and NRL teams will be allowed to resume training.

- The 10-person rule will apply to real estate auctions, community meetings and small prayer gatherings.

- The government is still finalising a plan for schools, anticipating a return to face-to-face learning by the end of term two.

- Employees who can work from home must continue to do so.

- The easing of restrictions will remain in place until 11:59pm on May 31, after which it is expected more easing of restrictions will follow.
